Cattaraugus, Chautauqua, Erie, Genesee, Niagara, Orleans, and Wyoming.
Pennsylvania:
With the exception of those lodges in Auditing Zone 2, but includes the following counties: Allegheny, Armstrong, Beaver, Bedford, Blair, Butler, Cambria, Cameron, Clarion, Clearfield, Crawford, Elk, Erie, Fayette, Forest, Greene, Indiana, Jefferson, Lawrence, Mckean, Mercer, Somerset, Venango, Warren, Washington, and Westmoreland.
