Defense Authorization Bill Letter to Congress

Mon. June 30, 2008
Posted 6/30/08 - The undersigned unions are profoundly grateful for your leadership in the fight against the Bush Administration’s wholesale privatization effort.  The provisions you put in the FY08 Defense Authorization Bill constituted dramatic and unprecedented reforms of a privatization process that, historically, has been as unfair to federal employees as it has been unaccountable to taxpayers.

Department of Interior Letter to Congress

Mon. June 30, 2008

Posted 6/30/08 - On behalf of the undersigned unions, we urge you to shut down the “competitive sourcing” program in the Department of Interior (DoI).  The department is aggressively reviewing for privatization larger and larger parts of its in-house workforce under the often costly and controversial OMB Circular A-76 only because of intense pressure to achieve contracting out quotas established by the Office of Management and Budget (OMB).

National Institute of Health Letter to Congress

Mon. June 30, 2008

Posted 6/30/08 - The undersigned lawmakers thank you for your principled opposition to contracting out of important work performed by federal employees.  We appreciate your imposition of a moratorium on the use of the OMB Circular A-76 process in the Department of Labor through a provision in the FY08 Labor-HHS-Education Appropriations Bill.  Other agencies that were denied appropriations, in other bills, to carry out privatization reviews in FY08 include the Bureau of Prisons, the Corps of Engineers, and the Forest Service.

Department of Human Services Letter to Congress

Mon. June 30, 2008
Posted 6/30/08 - The Congress has shut down “competitive sourcing” programs in agency after agency.  In 2007, the Congress used the FY08 Omnibus Appropriations Bill to shut down the use of the costly and controversial OMB Circular A-76 privatization process in four different agencies because of problems: the Corps of Engineers, the Bureau of Prisons, the Forest Service, and the Department of Labor.  However, no agency deserves to have its A-76 program shut down more than the Department of Human Services (DHS), which in January declared its intention to review this year more than 1,600 jobs for outsourcing.  What’s wrong with DHS’ privatization scheme?

FY08 Defense Authorization Bill (H.R. 1585)

Mon. January 14, 2008

January 9, 2008 - The undersigned Unions of the United DoD Workers Coalition (UDWC), which represent hundreds of thousands of Department of Defense (DoD) Civilian workers, would like to express our gratitude to you both for the inclusion of language in the FY08 Defense Authorization bill (H.R. 1585) amending the National Security Personnel System (NSPS) to reflect Congress' original intent.  More...
