- Belarus: the committee expressed its deep concern over the serious divergences between the country’s legislation and practice, and the provisions of Convention No. 87 on freedom of association. As this situation represents a serious threat to any kind of independent trade union movement, the committee asked for an ILO mission to assess the measures taken by the authorities in order to comply with the recommendations of the commission of inquiry.

- Burma (Myanmar): A special session on the application of Convention No. 29 on forced labour noted that it is still being used. The ILO will ask the UN Economic and Social Council (ECOSOC) to reactivate its examination of this issue. The conclusions were embodied in a special paragraph, noting a continued failure to apply C.29. It also deplored the absence of progress on the adoption of a legislative framework for the creation of free, independent trade unions in Burma.

- Colombia - Convention No. 87: A high-level tripartite visit, led by the Chairperson of Committee on Freedom of Association, should take place.

- Mauritania - Convention No. 29: In view of the contradictory information, an investigative mission will verify the application of national legislation in practice.

- Swaziland - Convention No. 87: The Government has still not abrogated the 1973 decree abolishing trade union rights. A high-level mission will re-examine the impact of the Constitution on the rights enshrined in the Convention.

- Zimbabwe - Convention No. 98 on the right to organize and collective bargaining: The problems raised concerned the legal requirement to submit collective agreements for ministerial approval and the minister’s prerogative of setting a minimum wage that takes precedence over any collective agreement. The Government was not inclined to receive a direct contacts mission. The case will be included in a special paragraph.
