Federal employees are scheduled to receive a 1.3 percent pay raise in 2016, the Office of Personnel Management announced. One percent of the adjustment will up base pay and the remaining adjustment will go toward locality rates.
This pay adjustment will be the first time federal employees in 13 new pay localities – an estimated 108,000 employees – will receive a specific locality adjustment other than “rest of United States” designation. These 13 new pay localities are the direct result of an effort spearheaded by NFFE-IAM and its allies for nearly a decade. NFFE-IAM, as a member of the Federal Salary Council, was involved in achieving this crucial pay raise for federal employees every step of the way.
The new pay localities are Albany, NY; Albuquerque, NM; Austin, TX; Charlotte, NC; Colorado Springs, CO; Davenport, IA; Harrisburg, PA; Kansas City, MO; Laredo, TX; Las Vegas; Palm Bay, FL; St. Louis; and Tucson, AZ.

“The President and Congress continue to provide pay adjustments that are woefully inadequate to federal employees and fail to keep up with basic rates of inflation,” said NFFE-IAM National President William R. Dougan. “However, getting these 13 new pay localities into the system is a huge win for NFFE-IAM members who live and work in these areas of the country. While not a silver bullet, these focused localities will help to reduce the significant pay disparity that exists between federal and comparable private sector work in these communities – if only slightly.”
