Hundreds of civil rights activists of all races rallied outside the United States Supreme Court February 27 in support of Section 5 of the Voting Rights Act, which requires federal approval for changes to election procedures in states with a history of discrimination: Alabama, Alaska, Arizona, Georgia, Louisiana, Mississippi, South Carolina, Texas and Virginia.
