Medicare Prescription Drug Update On December 8, 2003 President Bush signed the Medicare Prescription Drug, Improvement and Modernization Act of 2003. This is the law that provides Medicare recipients with certain drug benefits. Although the full law does not go into effect until January 1, 2006, there will be a drug card available to those receiving medicare benefits this June.
